People with disabilities (PWDs) are often overlooked during emergencies, and this is a risk during the ongoing COVID-19 pandemic. Given the fact that there are about one billion people with disabilities in the world, this issue is quite serious. This figure states that every third person over the age of 60 is affected by the COVID-19 pandemic. The spread of COVID-19 pandemic in Azerbaijan has highlighted the additional challenges that people with disabilities may face. It can be quite difficult to follow preventive measures, such as maintaining social distance, especially for people in need of additional care. On one hand, people with disabilities may be at higher risk of becoming ill or even dying from the virus if they become infected, and also there is a risk that their treatment will not be a priority for the health care system. Many people with disabilities need continued care, which should be continued during the pandemic too. In addition, some people may become disabled as a result of a pandemic and need appropriate care. Therefore, there is a need for COVID-19 response measures covering disability, both in Azerbaijan and at a time when the pandemic is spreading worldwide. Such measures require collection of relevant information, consultation with persons with disabilities and adaptation of the steps to be taken for this group.
